The Wolastoqey Tribal Council (WTCI) is a not-for-profit organization whose role is to provide capacitybuilding opportunities for its member communities within the traditional Wolastoqey territory in New
Brunswick. These member communities consist of Madawaska Maliseet First Nation,
Woodstock First Nation, Kingsclear First Nation, St. Mary’s First Nation, and Oromocto First Nation.

Project:
The Wolastoqey Tribal Council (WTCI) is seeking proposals for the development of a needs assessment
focused on accessibility needs within Wolastoqey communities.

In February 2022, WTCI officially partnered with the Wabanaki Council on Disability (WCD) and the
Mawita’mk Society in a research project focused on accessibility issues and needs of Indigenous
persons with disabilities and special needs.

As a new initiative, we are seeking a Consultant to develop a plan for a needs assessment to examine
accessibility issues, needs, challenges, opportunities, as well as the services and supports available to
Wolastoqey community members living with disability. We require an initial assessment and plan that
is inclusive of the special needs of all ages, genders, and service areas. This work will require initiating
dialogue with service providers within Wolastoqey communities to identify the challenges and issues
they have in meeting the accessibility needs of persons with disabilities and special needs.


Expectations:
This plan for a needs assessment must consider the following components:
• Preliminary high-level overview of current accessibility issues, needs, challenges, and
opportunities faced by Indigenous persons with disabilities and special needs
• Identification of key informants for the needs assessment
• Proposed engagement plan for the five communities serviced by WTCI
• Proposed budget, resources, and expertise required for conducting a needs assessment

A plan for a needs assessment will be provided to WTCI by June 30, 2022

Required Items for inclusion into the proposal:
• In your proposal, please state your experience with report writing, budgets, needs assessments,
experience working with First Nations communities, experience working with persons with
disabilities and special needs, and any other relevant experience
• State the cost of services
• State what is required to prepare a plan for needs assessment
• State what is needed from WTCI to fulfill the project

*Preference will be given to those organizations/bidders that have an established record of working
collaboratively with Indigenous communities.

Submissions are due on or before May 19, 2022, at midnight. The proposal selection will take place
within 2 weeks of the submission date.
